Something eating a euphorbia?!?

Here's a real puzzlement...

I just got back from Gamble Garden (Elizabeth F. Gamble Garden, officially)
in Palo Alto, where thier mediterranean garden is looking lovely, except for
one puzzling pest issue: something is nibbling the tops off of a euphorbia.
I can't give the species as the label is missing, but it looks like a short
version of E. characias--gray-green leaves are about 2.5" long, narrow and
pointed, at the top of pale green succulant stems, about 1' tall or less.
Several tops have been neatly nipped off.

Has anyone heard of anything eating a euphorbia? This garden is not subject
to deer, just squirrels and maybe an occasional gopher. It looks chomped,
not clipped.

Curiouser and curiouser...
