Have you considered Carex pansa or Carex praegracilis?
These are both running sedges that will form a solid
turf quickly with regular irrigation, and have a
maximum height of 6" or so unmown. They can also be
mown, though they're coarser than a fescue lawn.
They are moderately drought-tolerant once established,
but look better with regular irrigation, and will stay
green all year in southern California: not sure about
elsewhere.
