what's eating my salvias?

Well--I've had my salvia buds eaten in the past by various kinds of worms
but this time I don't know what's putting little holes in the tiny buds of
my long spired salvias.
At first I thought they weren't blooming as well as usual because of the
cooler-than-usual Bay Area summer. But looking closely I see little holes
in the buds and only a few here and there are opening and the rest kind of
dry up and fall off eventually.
If anyone can guess and can offer ideas for control, I'd appreciate it. I
have sprayed with BT but not consistently since it didn't seem to help.
Oh--and this is also happening to my Brookside geranium (cranesbill).
