Someone else has answered about the cutting back question, but I just
wanted to point out that black sooty mould is defintely a sign of the
presence somewhere in the neighbourhood of a sucking insect of some
sort.

If there is nothing visble attacking those leaves I would myself look
for any plant close by which at all overhangs the affected plants. Many
times insects on such a plant be found  raining  sugary water on the
growth below and this is where the mould turns up to take advantage of
the free handout. It seems to me that if you don't find and get rid of
this source any new growth on the gaura will before long also become
disfigured by the same problem.
