Here In NZ it is much the same. My old but reliable garden book states " "if frosts are no more than 16 degrees (this would be Farhenheit) the roots may be left in the ground without being disturbed. (This temperature equates almost exactly with -9°C).
In my area where the mercury very rarely dips below -3°C nobody lifts Cannas at all and yet our winters are very wet indeed..
