Cannas are usually used as foliage plants here, but this year has been unusually warm, so many of them are flowering.
I haven't left cannas in the ground, but I sometimes do so with dahlias.
In a cool maritime climate, it takes a long time for the soil to warm up so the in-ground tubers don't begin growing as quickly as they would if started in pots in the greenhouse. I imagine the same thing might happen with cannas.
