Its hybrid with S. microphylla might wirk - Salvia Silke's Dream. Other S.
microphylla forms might work as well, such as the deltoid-leaved form, Hoja
Grande, Zaragoza, neurepia (though this is also scented), the Huntington BG
form. S. fulgens form cardinalis also comes to mind. Another new one to
consider is the greggii x karwinskii hybrid from UC Riverside. These all
have roughly the same height and texture and all should be hardy for you.
If you like a glossy sagem try S. miniata - it may need some mulching for
the coldest months, though. Salvia microphylla `Red Velvet' is hardy, but
has glossy leaves. Salvia blepharophylla forms, including `Diablo' and
`Painted Lady' are dense and glossy but shorter.
