I think a common cause of floppy growth on Mediterranean type plants is too
much coddling in the form of rich soil or too much water.
I collected some Verbascums in Turkey on the island of Marmara - where soil
is not much more than a figure of speech. The inflorescences were tight,
about 4 feet tall. When I grew them in Seattle, in a little better soil,
they grew 7 feet tall and almost as wide, and were blown sideways by winds.
In the back, I'd put one into a richer bed and it looked like something out
of a Dr. Suess book. I don't know much about the origin/habitat of
Perovskia but I'd bet that a leaner soil would help maintain bushier tighter
plants.
