I've had the same problem. And I, too, have seen massive, mature
Perovskias looking gorgeously upright. Mine are flopped over. I thought
that perhaps they were a bit leggy from only partial exposure to sun.
Mine get maybe 5-6 hours of sun a day and would perform better with more
sun exposure. I think mature plants possibly have more stems (more
structure) to support parts of the plant. Also older plants seem to have
woodier stems, which are probably more sturdy. I could be that younger
plants, which have fewer stems, naturally flop outward from the middle,
then send up more upright stems, which cling together en masse. I've
noticed several shrubby plants that have this kind of growth habit.

I'm not sure any of this is of help to you. Hopefully someone has more
information.
