They have used Valley Oak, Quercus lobata, in a couple of miles of median
strip in the nearby town of Lodi. The plants they used were already trained
as standards, and branched quite high so that visibility would not be
obscured. I think they have them on a drip system. Once they become
established, they should be able to survive on rainfall alone. I think
Valley Oak meets all of your other requirements, too. Another plant that I
love is Eucalyptus ficifolia. It is a very attractive evergreen that doesn't
get too large and covers itself in the most gorgeous scarlet flowers. I was
just in San Francisco a few days ago and noticed that they were planted there
in median strips, right in the middle of the city. Some were in full bloom
and they were quite spectacular. San Francisco's microclimate is similar to
San Diego's, so that might be a good choice, too. Good luck!
