In the Willow Glen area of San Jose, temperatures are cold enough during many
(not all) winters to provide a good bloom on herbaceous peonies. Willow Glen
is on the valley floor and has old flood plain soil. I live the east hills up a
hundred feet or so and I'm in the tropics compared to Willow Glen and with adobe
soil . No peonies for me.

Well I never have - keep trying but they look miserable and have
never bloomed.
But Filoli (in Woodside, climate much like yours) has a big bed of
luscious herbaceous peonies in their cutting garden. I wish I knew
what their secret was. I don't know what their varieties are, you might
give them a call.
