Barbara -

I have seen tree peonies in old gardens locally where they grew relatively
well in spite of neglect and less-than-perfect treatment. They always
seemed to me to be wishing for more humidity in our dry summers, but they
did bloom in the spring. Tree peonies do not require the cold winters that
herbaceous peonies do, so choosing varieties carefully might give you a
good chance. Here is a firm in Georgia (USA) who talks about varieties for
mild climates: http://www.goldenport.com/

I don't know anything about them, but they do have a message board on their
site which might help you get questions answered.
