Hi Cindy,
I live in Sonoma County, too, a bit north of you, and that sure does look
like a privet to me, too. I don't know which Ligustrum, but they are all
over the county, and they are not native. At one time they must have been a
popular shrub for hedges and such. Personally, I think they're kind of
pesty. Birds do eat the seeds and distribute them all over. They will grow
into a small tree, and drop seeds which will sprout lustily. Unfortunately
they respond well to any amount of pruning.
