Ernie Wasson https://en.wikipedia.org/wiki/Ernie_Wasson a true gentleman and scholar is passionate about salvias and brought many to Cabrillo College's Horticultural Department while he was curator and nursery manager. He's retired now and living in Northern California but if you want to correspond with him, I would be happy to ask him if he wants to send you his contact info.
I'm not sure where you're located but here are a few plant sources in California. I believe they ship seeds and/or plants.

Subject: [medit-plants] Salvias that are drought tolerant
Dear Medit-Plants people,
I'm learning more about Salvias. A number of the types I've experimented
with did very poorly during the dry summer. I now see that these were the
more tropical types. I'm interested to try more of the drought tolerant
types. There are so many different Salvias it can be very confusing. Do any
of you know of some lists of drought tolerant Salvias? Also, I saw the
following two Salvias growing locally which seem to do well during our dry
summers. I hope the photos are clear enough. If anyone knows what they are

In my experience and as a broad generalisation (Languedoc, France) the
most drought resistant are most Med basin natives and the Californian
natives. Your pic looks like Hot Lips, a Microphylla cv. I find all
the st greggii/microphylla/xjamensis cvs etc pretty drought resistant
but won't survive without a little irrigation. pic looks rather like
canariensis tho not totally sure.

The flowers on the second one look like pitcher sage (Lepechinia) -- a salvia relative that is also drought tolerant.

and then realized it was taken by you! Now I know when to expect it to come

These plants can look like a small oak with unlobed leaves out of flower.
We have one near an office here and I thought it was a young oak. Later on
I saw its very long tassels (obviously the 'Jim Roof' cultivar). Glorious
plants, and I need to see if I can find one again.
