Hi Rand!
All (I think) of the Delphiniums need cold stratification to germinate.
This means several weeks of moist cold. I accomplish this in Seattle by
sowing very early and leaving the pots outside, and I rarely have to worry
about moisture during our winter. Otherwise you would want to put the pot
in a bag and set it somewhere where sun won't be shining directly on it.
I'm not sure how hardy D. cardinale is when it comes to really hard
freezes (it is a california native) but it survives here.
