It's Juniperus scopulorum 'Tolleson's Blue Weeping'
(and 'Tolleson's Green Weeping'). Note the spelling,
which is why you may have had a problem finding it
with an internet search. The 'Blue Weeping' also has
been called 'Repandens'.
'Tolleson's Blue Weeping' is available from Sommer
Wholesale Nursery (Templeton), Monrovia (Azusa), High
Ranch Nursery (Loomis), and West Covina Wholesale
Nursery (Arroyo Grande; NOT West Covina!). The
'Green' is available from a couple of these as well.
It's a "nice" (not great) small tree (to 10'?). The
'Blue' version is interesting in its color, which
helps. It's certainly more distinctive that just
about any other Juniperus grown in landscapes today.
