Perhaps you were seeing Leonotis leonurus, same family. It is very showy and a very nice plant.

I looked at some images of Phlomis, and I have the
yellow one, P. lychnitis.  I have seen something
similar that is very showy with orange, sort of fringy
flowers in whorls.  Is that also a phlomis, or if not,
what is it?  It's a great-looking plant
