Epilobium canum dieback?

Last year, I planted out a few Epilobium canum (formerly Zauschneria).
They seemed to be doing OK, although they didn't grow much, and they
seemed to die back totally. While out planting a few new plants
(Polycala x dalmaisiana and Euphorbia stygiana), I noticed each one of
the Epilobium now has new sprouts just at soil level. All previous top
growth died off. I was wondering if this was common for E. canum to
dieback after its first year out only to resprout?

Thanks!
