Hawaii may be an exception.  Many plats become noxious weeds in our mild
climate.  There is a list of restricted species.  However mail is not
often searched for goodies.  This ends up being a moral issue more than
anything else.  It is possible to by pass customs, Dept. of Agriculture,
etc., but is it worth the introduction of a new weed or insect pest
species.
