I've done seed swap for several time with fellow gardeners from Spain, UK
and US and
found that it's legal as long as you just send seed not living plants or
bulb.
I always use ordinary envelope and mail it without any notification on it,
One thing to worry about is stamping machine it will crush the seed so it's
advisable to
put label "hand stamp" on it.
