My own experience -
I sent lots of seed back from Turkey. I didn't risk bringing it through
customs... when I did come through customs, I had some
commercially-packaged seeds. I mentioned that I had some seeds, and they
wanted to know what it was. What I had (cucumber and pepper seeds) was
okay. If they had found the mulleins and poppies, I am not sure they
would have made it back.
That said, I was careful what I brought back; mostly things from genera
already in cultivation here. No thistles (except the rather benign
Tyrimnus leucographus) and no Centaureas except C. cyana, which we already
grow. (Incidentally the reason I brought that one was because it was a
great little alpine form of it, only 5 inches high, with fuzzy white
leaves.) Very tempting was Onopordon myriacanthum but I really didn't
want my name on the next major agricultural/range invasive of the west
coast.
