The UC Bot garden in Berkeley is rather hilly. I would say that about
60% is wheelchair accessible, if there is someone pushing with very
strong arms. Same with nearby Tilden Botanic garden. East Bay parks
tend to be in the hills. Strybing Arboretum in SF, while not flat, is
much more nearly so, and so is the UC Davis Botanic garden.
Unfortunately, none of them provide any motorized transport for mobility
disabled (as for example, Van Deusen in Seattle or Quarry Hill near
Napa? do. You might give Quarry Hill a try, but they are by reservation
only, and not freely open to the public.
