Cutting a road into a hillside above a streambank is serious business.
Having plant coverage is important but there may be other factors to consider.

He covers soil, water, plant and legal considerations.
The focus of the seminar I attended was "Preparing for Winter."
But much of the information was appropriate year round.
If he cannot help you, he will recommend someone who can.
And the NRCS has a wealth of information including a list of certified
professionals.
