As a ten year veteran of the star thistle wars, I have found that it is
best eradicated either by hand pulling the plants when they are about 6
inches tall and the ground is still somewhat soft, or by torching dry grass
areas after the rains have just started.  This, obviously, needs great care
for safety and containment.  The real trouble is that the seed is
windborne.  If your neighbors have it and don't eradicate along with you,
you will have an on-going problem.
