I found one site on Yellow Star thistle that might help.

The information given there, especially the prevention information, is 
similar to that for other knapweeds (Centaurea) spp such as Russian knapweed 
and spotted knapweed which have become a serious problem east of the 
Cascades in Washington, on into Montana.  In Leavenworth, WA, people 
concerned about spraying, which kills other species as well, have organized 
an effort where people "adopt a stretch" of highway and monitor it, pulling 
knapweed before it can go to seed.  Recently there has been some concern 
about cancer-causing agents in knapweed, so gloves are recommended (and for 
star thistle, requisite I suppose!).
