Good suggestions both. But the property is in the urban lower Oakland hills.
So no burning allowed. Hmmm... does anyone know if goats will eat Hedera
(without becoming ill)?

Have you thought of burning? I don't know whether the oxalis in question would
be fire-resistant or not. Being bulbous, it might survive fire - but if it
evolved in a non-fire areas, it might not. Burning is, however, a good way to
get rid of non-native grasses that will also be competing with your native
grasses and wildflowers (which will survive fire quite nicely).
Or you might rent or borrow a goat or two, since oxalis comes up here before the
native grasses and wildflowers anyway. I assume goats eat oxalis - they seem to
eat anything, including young thistles and blackberries (which I presume you
also don't want).
