Annie,
I've grown Tecoma stans in Oakland for a number of years. I'm in the
lower hills, below the Mormon Temple and the garden gets a bit more
heat than in some other locations, or at least a bit less fog. The
plant, now about 9 feet tall, is planted up against the house to
protect it from winter frost. If I remember correctly, it shows leaf
damage when the temperature gets even a bit below freezing. The plant
is thriving and bloomed quite heavily late last summer. The main
problem is that it is quite prone to scale. The scale doesn't seem to
do much damage, but is unsightly since the plant is located right
next to a walkway.
