Hi Deborah -

Have you considered Teucrium chamaedrys, Germander?  This evergreen
perennial was used for hedge borders in Medieval times and for know gardens
(this is where the political term comes from!).  Looks good pretty much all
the time, dark green foliage, rose purple flower spikes (or not if you
shear it routinely).
