I've seen Cathy's rosemary, 'Blue Spire' used as a hedge, it was thick and
very beautiful. I've also seen 'Tuscan Blue' used as a wide 3' hedge in
San Juan Capistrano. It looks good, except where the hedge runs into the
shade. My own little 3' cone is 'Herb Cottage' from Goodwin Creek in Oregon
and is touted as a good hedge-maker. I can attest to its thickness, but no
flowering. www.goodwincreekgardens.com
The success as a hedge depends heavily on the shearing and shaping from the
very beginning. The top must always be kept narrower than the bottom in
order for the lower branches to be fully leafed to the ground.
