Cerastium was always a little too stressed in my garden to take over. But in the area described for the rockery, I am sure it would be all too happy.
There are innumerable wonderful medit plants that thrive in the rock garden climate. My browser tried to destroy the original post, so I am unclear if this area will be irrigated at all or not, or how much sun it will have. You might look to many of the smaller ornamental oreganos such as O. Suendermanii, or the larger O. Barbara Tingey. I also love O. microphyllus. These form the larger backdrop in our medit rock garden. There are fantastic choice forms of well known genera such as Alyssum and Dianthus.
Despite not liking yellow, I have a current crush on some of the small turkish Alyssums such as A. propinquum, or even A. tortuosum. Even better are the wonderful Alyssum relatives, the Ptilotrichums. ( I think they have been placed back in the genus Alyssum, but I like the name Ptilotrichum too much to give it up.)
And then there are all those wonderful small to midsize Teucriums. . . T. pyrenaicum and T. polium aureum. Perhaps the latter is too vigorous on the coastal side of life?
