Euphorbia cotinifolia

I have a Euphorbia cotinifolia that I'm growing as a shrub rather than as a small tree.  It's deciduous in my garden {Sunset Zone 24}.  I don't know if I can prune it now or if I should wait until it gets warmer.  I'd appreciate advice.
