Janet,

I have tried pruning Euphorbia cotinifolia while it is dormant, with mixed
results.  Several lost, one survived.  It is relatively late to leaf out,
indicating that it likes heat.  I recommend that you wait until the new
shoots are at least an inch long before pruning.
