I once shared a community garden with some Cambodian gardeners, and they grew large amounts of lemon grass. I had somehow gotten hold of a plant myself, and they were astounded. They did not know that non-Cambodians could even get hold of a plant in California. Knowing themselves to be the experts they stopped my feeble attempts at cutting back the lemon grass and showed me how it HAD to be done. At least if you expect to get lemon grass for cooking. In the early spring they would dig up the old plants and separate the clump into many smaller plants. They would remove all old leaves (regarded as bad thatch), cut the top and the roots off and plant the remaining leaf bases in a garden bed at a slight angle. I really did not have a choice but to do what they said. They were very opinionated gardeners. The method did work very well and kept lemon grass invigorated. If you are not using it for culinary purposes, you don't have to do it every year. Every couple of years would do.
