I understand that Rosa minutifolia is started from cuttings and is vERY
difficult to root. I don't know of any mail order sources, but you might
look at the websites for Las Pilitas nursery, Theodore Paine Foundation and
other places that carry California natives, perhaps one of them would be
willing to send you a plant. They are not easy to find. And I wonder if
the would survive your humid summers...
