well for one, some dont WANT to build a fence because it would obscure
the view of the Field/forest/meadow/ etc. Second, some cities dictate
how high a fence can be. Third, most people think that gardens are
meant to be viewed not obscured. And as ive heard time and time again,
they wouldnt want a high fence because they dont want someone sneaking
up to rob their house, or keep passers by and police from seeing if
something may be wrond inside (the last two statements apply to front
yards, not backyards, since most people want the backyards kept private
=) )
