I've grown the giant Dahlia from seed from
J.L.Hudson. (He calls it Dahlia giganteon, but the
description matches the plant you're asking about)

It prettymuch flourished in
N. Sunnyvale, Santa Clara County, California
about on the UC 15/17 zone
boundary, on deep, black clay or 'adobe'.
The great freeze of '90 killed
it back to the ground, but I recall it bloomed
the next year. 
For that matter it was killed back to ground
several times, so I really doubt that you're going
to get a tree out of it in Zone 14. Also note
that it blooms inDecember of so (in Sunnyvale) and
its quite discourageing to periodically see all
those hundreds of dahlia buds frozen off, just before
they open.
Also, the plant is quite lanky and inappropriate for
most settings.
Nevertheless, the plant is very easy to grow
and quite charming - i recommend trying it.
