Medusa head grass is most likely reffering to

Taeniatherum  caput-medusae

Noxious weed in California, Utah and other north west states probably:

my notes from Whitson say:  "Introduced from Eurasia, is predominant on
millions of acres of semi-arid rangeland in the Pacific Northwest.  It is
extremely competitive, crowding out even such undesirable species as downy
brome. Infested ranches have suffered 40 to 75% reductions in grazing
capacity. Control of isolated infestations is critical"

Also considered invasive in natural ecosytems in the Pacific North west.
