The splendid bougainvilleas which grow on the Kenya coast in nearly pure
sand seem to suggest a preference for a light free-draining soil. Unlike
most tropical coasts, the East African one has a long dry season and as
this fairly closely corresponds to its cool or "winter" period it bears
out your contention that a winter dry/summer wet situation is
particularly to their liking.

On the other hand the do pretty well in many parts of NZ with a mainly
winter-rainfall regime, provided they get plenty of sinshine and can be
protected from  all but the very lightest frosts.
