It sounds like what your relative has inherited is
perlite, which is used to root cuttings in many
nurseries because it provides both water retention
along with aeration, at the same time. When this is
combined with a mist system, timed to come on as
needed, cuttings will root very quickly compared to
using other media for rooting. Do advise him to not
work with the material to dispose of it when it is
dry, without a mask, as it can be a rather serious
lung irritant, but is not dangerous to work with at
all, if it is thoroughly wetted first.
