Low growing, upright rosemary

I grew Collingwood Ingram many years ago and found it stayed low.
The flowers were the most intense blue of any rosemary I've grown.
Unfortunately municipal workmen putting in a ditch dug it out and
tossed it in the bush. By the time I discovered it, it was beyond
recovery. I must try to get it again.
