Another i.d. question on weeds in California


I have another question regarding a weedy perennial
grass that appears to be a fairly recent introduction
to the gardening scene here in the Bay Area,  This
grass seems to have become a pest within the last
three to four years, as I don't recall ever seeing it
around much before this date.  The grass is very
narrow bladed and can grow fairly tall, even as high
as 6~7 feet tall with seed heads if it is climbing
through other plants, but more often 1.5 to 3' tall
when unsupported.  The flowering stems tend to flop
over, and will continue to branch and grow more leaves
along the stems as it blooms.  The foliage is a light
green in color, approx. 1/4" wide by 2~6" long,  with
very thin stems, and seed heads that look somewhat
like rice in bloom.  

This weedy grass spreads prolifically if allowed to
set seed, and is in almost every garden by now,
especially if periodic weeding isn't practiced. 
Anyone know the name of this, and where it is from?  I
suspect that it was an accidental introduction that
has found our climate much to its liking.  I'm also
not sure if this is a problem in hotter inland areas,
but it is rampant in the cooler bay influenced
portions of Alameda County adjacent to the San
Francisco Bay, and remains evergreen year round.
