I am in Sunset 23 or 24, USDA 10 b (I think) and I have two palo verdes planted in my yard. These are the special hybrids sold by Mountain States Nursery called the Desert Museum Trees -- they have no thorns, especially large flowers adn a magnificent bloom that comes on and off all year. I had one in a pot for many years and it was quite happy. The two in teh ground have been in just over a year and have just finished their major bloom. I don notice a bit of mildew on the leaves every now and then but other than that, the trees seem quite happy. They haven't been in long enough to have gained much height but they are most defnitely putting on new growth.
They also survived an incredibly cold winter -- evenings below freezing for 3.5 weeks.
These trees also thrive on a canyon at UCSD which is even close to the coast and often in marine layer most of the day if not all day. Not as humid as where you are I suspect but still pretty darn damp.
