Joyce Fingerut on Seed Imports


Thanks to Phil Bunch for reporting Joyce Fingerut's  outline of points
that can be raised when petitioning the USDA-APHIS-PPQ to modify its new
seed import regulations.  Joyce is the immediate past president of the
North American Rock Garden Society and posted that message to the
emailinglist Alpine-L@nic.surfnet.NL six month ago today.  Her original
