How about Nerium oleander? I see that Sunset specifically
gives zone 17 a miss for oleanders, but it might be worth it.
They do grow fast, need little water once established, and
provide a great wind break. They also can take lots of pruning,
if desired, and are no great loss if you want to replace them.

I planted some along a windy ridge this year. Oh, and they're
on lists of desirable plants for firescaping. What's not to love?

See if there are some growing in your neighborhood. Maybe
you can determine if they'll work for you.
