RE: low growing and blue or purple

Salvia transylvanica - this is new for me in my herb garden this year with sturdy flower spikes and has larger arrowhead shaped leaves for a nice contrast - in full sun, hasn't wilted yet, is getting up to a nice size and has been blooming for quite a long while - purchased from Mountain Valley Growers. 
 
I grew Trachelium caeruleum ‘Blue Throatwort’ in full sun at the last place I lived at 2800 foot elevation Zone 7 and it was quite striking along my driveway and was on drip - found at Annie's Annuals.  I will definitely get this one again.  Mine did not get as large as stated on web site - perhaps it was a different variety - mine only got about 1 or 1.5 feet at most but was fragrant and beautiful.
 
Salvia chamaedryoides or electric blue sage - an old standby of mine - I like the contrast of the grey foliage and the well behaved sturdy shape.  Now planted in full sun and blooming repeatedly - bought at Morningsun Herb Farm this year and about 1.5 feet tall at present.
 
Caryopteris has been an almost continuous bloomer if deadheaded.  
 
Not sure how you feel about agapanthus but I believe there are several dwarf blue varieties.
 
And then there is always lower growing varieties of lavender, such as munstead, hidcote, lodden blue, etc. or spanish lavender or fern leaf lavender (multifida) - two more continuous blooming varieties.
