I don't know if this will help--but it may be an issue of water.
I have many Euphorbia cotinifolias doing beautifully in my clayish soil, just started from sticks in the ground, but a couple on the very bottom of my hillside, near the edge of a cliff where the water drains very quickly, I have had two struggle as described by Nan, and one die. I think that they may like a more water retentive soil, even though they don't need much water--I'm not sure that makes sense but that is my experience--all the rest in my garden get huge and beautiful!
So maybe try a different spot--or a little more water?

I have a Euphorbia continifolia that has been sitting for months with
just stubs of leaves. The weather has been plenty hot for them to
develop, but they just sit there. The stems are green just beneath
the surface, the leaves are soft an pliable (rather than dried out).
