Are you in the Bay Area? I'm in the East Bay, and I can't figure out my exact Sunset Zone either! I think we're 16, but who knows.
One of my best performers is Salvia chamaedryoides 'Marine Blue', which gets about 2- 2 1/2 feet tall, and less than 2 feet wide. It can tolerate various sun conditions, and in fact I have it both in a morning sun and afternoon sun position, and it does fine in both. It requires little water, but probably can't take no water at all during our summer drought, but I've never tested it. It has intense blue (with a hint of purple however) flowers, is upright (but I have good drainage), stays in bloom most of the year, and attracts hummers and bees. Like a lot of salvias, you need to prune it or it gets too woody, but it has always come back even after a serious pruning in January. It roots very easily, so I have dotted it all over the front yard, because I like the contrast of the strong blue flowers with my other plants, and it is so easy for me.
