Thevetia peruviana for dry garden?

Looking at what is growing in my area to give me ideas for a dry garden I am developing, I notice that this shrub is flourishing in situations where it is unlikely it is given any water such as a small roadside tree. Does anyone have experience of growing it without water once established. References on the internet and in books say it grows best with ample summer water.
