well nothing is totally deer resistant. Those critters will eat anything
if theyre forced to. For shrubs and ones that are native (meaning suited
to not being watered by people) you could try Ceanothus, or perhaps
Arctostaphylos, and even different salivias ( Salvia melifera is native).
Although i hear sometimes these plants get eaten. It all depends on the
deer :).
