In all the excitement of someone trying to send Agapanthus to France
(which evidently already has plenty) I think this query of yours got
missed (anyway I didn't see a reply).

The only thing I can think of is that you are pampering it too much.
Around where I live self-sown clumps of the ordinary blue, and sometimes
of the white too, flourish and flower prolifically on the most awful dry
hillsides, quite often little more than rotten rock, and with little or
no summer moisture.
